Purpose
The index asks what it would cost to deliver the same frontier inference service in different countries. It is intended for policymakers, infrastructure developers, investors, companies with sensitive data and anyone interested in the relationship between AI access and economic competitiveness.
The public ranking is deliberately generic. It is not limited to a particular industry, country or hardware vendor.
Ownership and funding
The AI Cost Index is developed and funded by Utiligize ApS, a commercial software company serving electric utilities.
Utiligize has a commercial interest in the intersection of electricity infrastructure, regulated industries and sovereign AI.
Editorial policy
- Countries, vendors and sponsors cannot purchase a ranking, listing or methodology change.
- Every country is evaluated under the same service specification.
- Alternative hardware is allowed only when it is normalized to the same model quality, workload and production requirement.
- Material assumptions, evidence grades and known limitations are published.
- Commercial sponsorship, donated data and supplier relationships will be disclosed.
- Corrections will be documented rather than silently rewritten.
- Historical releases will remain available when the index begins regular publication.
Data and corrections
The country dataset, calculation model and methodology are downloadable. A future public repository should accept documented corrections and publish a change log for every release.
